Summary Orlando VA Healthcare System is seeking an experienced and dynamic Section Chief of Simulation & Clinical Education/Training. Applicants should have formal supervisory and/or managerial experience and embrace simulation and continuing professional development as well as other modalities of clinical training and education. You must be an excellent communicator and team player who is adaptable to the needs of a growing medical center. Responsibilities This announcement has been amended to change the closing date to 12/31/24 from 1/19/24 This is an open continuous announcement that will remain open until filled. This position may be eligible for the Education Debt Reduction Program, a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services. Healthcare organizations use simulation for evaluating new clinical areas and procedures before activation and implementation to confirm preparedness and recognize latent safety threats. Among their many roles, simulation modalities can be used to practice and rehearse the identification and management of high risk clinical scenarios, and they are helpful in the performance of root cause analyses to identify and mitigate system weaknesses. Simulation enables healthcare providers to learn in a psychologically safe, low risk, low stakes environment where mistakes can be made and risks can be taken without harm to patients. The Chief is an educational leader who is responsible for developing and participating in clinical educational, training, and academic activities of employees and trainees at all sites of care within our facility. As a member of the Orlando VA HCS, the Chief of Simulation and Clinical Training is also accountable to the Associate Chief of Staff , Education in management responsibilities and participation in educational, training, & academic activities involving all sites of care within Orlando. Duties include but are not limited to: Manages & provides direct supervision for the staff of the Simulation and Clinical Training Section, which includes: Simulation team members, Medical Director of Simulation, Nurse Simulation Coordinators, Simulation Technicians , REdI Program Manager , Continuing Professional Education Agents-in-Place (AIPs) , Clinical faculty members , Admin support personnel to include Pathways intern(s) Recruits, hires, and on-boards all direct reports and ensures they are trained and, where appropriate, ultimately achieve certification, to perform relevant skills, functions, and procedures to achieve operational goals and optimize training effectiveness Develops and implements a vision for Simulation & Clinical Training Maintains active clinical privileges in good standing & provides a minimum of 20% total effort in the delivery of clinical care to Veterans. This care can occur in a variety or combination of OVAHCS healthcare settings either as an independent provider or as a preceptor for clinical learners. The allocation of time for clinical activities may be adjusted based on individual circumstances and/or the needs of the Service or the facility. Actively participates in the development & delivery of academic curricula for interprofessional learners at various stages of development. - Delivers and leads didactic and/or academic sessions such as Grand Rounds, Morning Report, Journal Club, Clinical Case Conference, etc. Maintains active clinical privileges in good standing and provides a minimum of 20% total effort in the delivery of clinical care to Veterans. This care can occur in a variety or combination of Orlando VA healthcare settings either as an independent provider or as a preceptor for clinical learners. Work Schedule: M-F 8am-430pm (Note: Work schedules are determined and approved by the supervisor. The incumbent may be required to work various shifts on a permanent or temporary basis based on facility/patient care needs). Qualifications To qualify for this position, you must meet the basic requirements as well as any additional requirements (if applicable) listed in the job announcement. Applicants pending the completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physician(s) in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Department of Veterans Affairs for the year in which the course of study was completed. Current, full and unrestricted license to practice medicine or surgery in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Residency Training: Physicians must have completed residency training, approved by the Secretary of Veterans Affairs in an accredited core specialty training program (Depends on the selected specialty) leading to eligibility for board certification. (NOTE: VA physicians involved in academic training programs may be required to be board certified for faculty status.) Approved residencies are: (1) Those approved by the Accreditation Council for Graduate Medical Education (ACGME), b) OR [(2) Those approved by the American Osteopathic Association (AOA),OR (3) Other residencies (non-US residency training programs followed by a minimum of five years of verified practice in the United States), which the local Medical Staff Executive Committee deems to have provided the applicant with appropriate professional training and believes has exposed the physician to an appropriate range of patient care experiences. Residents currently enrolled in ACGME/AOA accredited residency training programs and who would otherwise meet the basic requirements for appointment are eligible to be appointed as "Physician Resident Providers" (PRPs). PRPs must be fully licensed physicians (i.e., not a training license) and may only be appointed on an intermittent or fee-basis. PRPs are not considered independent practitioners and will not be privileged; rather, they are to have a "scope of practice" that allows them to perform certain restricted duties under supervision. Additionally, surgery residents in gap years may also be appointed as PRPs. Proficiency in spoken and written English. Board Certification: (Depends on the selected specialty) Physicians are generally not required to be board certified for employment in VA; however, three circumstances in VA require physician board certification: (1) If the position being filled is required to be a supervisor for medical students or physician residents (including fellows), the LCME, ACGME or AOA standards requiring a particular board certification credential will apply. (2) If the position being filled will have faculty status with an affiliated medical school (for example, in joint recruitments with affiliated medical schools), then a medical school requirement for board certification will apply to the jointly recruited position. (3) If the position being filled is required to be board certified by virtue of specific VHA policy (for example, as director of a cardiac catheterization laboratory or Director of Clinical Laboratory Medicine), then VHA policy requiring board certification will apply. Preferred Experience: Supervisory Experience and Experience with clinical simulation Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-2 Physician Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Must pass a pre-employment physical examination as required by VA Handbook 5019. This examination is administered by VA Occupational Health. This position requires: light to moderate lifting (15 - 44 LBS); light carrying (15 LBS and under); reaching above shoulder; use of fingers; both hands required; walking (up to 2 hours); standing (up to 2 hours); kneeling (up to 1 hour); ability for rapid mental and muscular coordination simultaneously; near vision correctable at 13" to 16"; far vision correctable in one eye to 20/20 and to 20/40 in the other; depth perception; ability to distinguish basic colors; ability to distinguish shades of colors; hearing (aid permitted); emotional stability; mental stability; working closely with others; and working alone. Education Degree of Doctor of Medicine or an equivalent degree resulting from a course of education in allopathic medicine or osteopathic medicine. The degree must have been obtained from an institution whose accreditation was in place for the year in which the course of study was completed. Approved schools are: Schools of medicine accredited by the Liaison Committee on Medical Education (LCME) for the year in which the degree was granted, or Schools of osteopathic medicine approved by the Commission on Osteopathic College Accreditation of the American Osteopathic Association for the year in which the degree was granted. For foreign medical graduates not covered in (1) or (2) above, facility officials must verify with the Educational Commission for Foreign Medical Graduates (ECFMG) that the applicant has met requirements for certification, and must obtain a copy of the ECFMG certificate, if claimed by the applicant. [If the applicant does not claim an ECFMG certificate, facility officials must still confirm that the medical school meets (or met) ECFMG eligibility requirements for the year the candidate graduated.] NOTE: The Under Secretary of Health or designee in the VHA Central Office may approve the appointment under authority of 38 U.S.C. 7405 of a physician graduate of a school of medicine not covered above if the candidate is to be assigned to a research, academic, or administrative position with no patient care responsibilities. The appointment will be made only in exceptional circumstances where the candidate's credentials clearly demonstrate high professional attainment or expertise in the specialty area.
