Position Objective:

The Manager - Positive Train Control (PTC) will oversee, manage, and support the PTC department and be the primary liaison for PTC within Metro-North and outside agencies/vendors .

Responsibilities:

  • Interface/liaison/network with all pertinent departments associated with PTC implementation, i.e. , Program Management, Planners and Schedulers, Capital, etc.

  • Monitor/support contract issues, materials, budget .

  • Interface with System Integrator/PTC Contractor .

  • Manage calendars/schedule meetings/monitor emails .

  • Compose written correspondence .

  • Attend meetings/assemble and distribute notes .

  • Access, store, and share information via PTC-supported software .

  • Work with the FRA on program issues/forms/policies/procedures .

    Required Qualifications:

    Required Knowledge/Skills/Abilities:

  • Strong written (grammar/punctuation/proofreading) and verbal communication skills.

  • Strong organizational skills .

  • Knowledge of or ability to learn Metro North policies and procedures and curriculum.

  • Familiar with or ability to learn FRA/Signal/Engineering related correspondence/forms/applications.

  • Strong working knowledge of Microsoft Office, PowerPoint and/or comparable applications.

  • Must be able to work in a high-profile/high-pressure environment.

  • Strong interpersonal skills with the ability to interact with internal departments and outside agencies.

  • Strong railroad knowledge.

  • Must be able to maintain an extremely high level of confidentiality and exhibit discretion as needed.

  • Must be able to participate in and support Metro-North Railroad’s Safety Program .

  • 24-hour 7 days a week availability required.

    Required Education and Experience:

  • Bachelor’s degree in Business , Engineering, or a related field of study. Demonstrated, equivalent experience, education, and/or technical credentials to include an additional four (4) years of directly related experience may be used and/or considered in place of a degree.

  • Minimum of three (3) years experience encompassing the signal department or business and administrative tasks .

  • Minimum of one (1) year experience managing a diverse workforce and/or projects .

    The following is/are preferred, but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:

  • Knowledge of Metro-North Railroad-developed applications .

  • Knowledge of Metro-North Railroad signal system testing inspection .

  • Access, SQL , and relational databases, as it relates to asset management administration .

  • Experience in C&S testing and maintenance.

  • Experience in Construction management.

    Other Information

    This position is safety-sensitive and subject to toxicological testing.

    According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

    Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
