Tuknik Government Services currently has an opening for a Senior Manpower Analyst for the Department of Defense Office of the Chief Digital and Artificial Intelligence Officer (CDAO). This position requires an experienced person with demonstrated manpower expertise, superior professional demeanor, and the ability to accomplish a wide variety of day-to-day responsibilities that ensure program success.

Responsibilities:

  • Support manpower studies, organizational staffing assessments, and identify optimum manpower requirements.

  • Produce reports and briefings regarding unit strength and manpower data.

  • Support all aspects of management of organizational manpower documents and reports.

  • Receive, interpret, coordinate, and disseminate all guidance and policy concerning manpower management and measurement.

  • Provide expert data entry, manipulation, and analysis of manpower data.

  • Complete Table 30 builds and manpower change request packages.

  • Conduct in-person interviews to ascertain task and sub-task manpower requirements.

  • Provide services support to the Government on strategic manpower related issues such as analyzing requirements and resourcing courses of action, impact of manpower related decisions across organizational portfolio, and interaction across the organization.

  • Develop options for government leadership on manpower related topics such as balancing actions, manpower sustainment requirements, briefings and presentations, and internal guidance and policy development.

  • Provide analysis on manpower and resource requirements to include issue development and entry and costing drills.

  • Develop executive level briefings that communicate the core results of the manpower data analysis in the form of a final report summarizing the results and decision-making process with detailed supporting documentation in a format appropriate for senior decision makers.

  • Participate in special projects as required.

  • Assists the Government with preparing reports, briefs, white papers, etc.

Requirements:

  • 10 years related experience.

  • Experience conducting manpower studies, organizational staffing assessments, and identifying optimum manpower requirements.

  • Experience producing reports and briefings regarding unit strength and manpower data.

  • Experience conducing in-person interviews to ascertain task and sub-task manpower requirements.

  • Experience supporting strategic manpower related issues such as analyzing requirements and resourcing courses of action, impact of manpower related decisions across organizational portfolio, and interaction across the organization.

  • Experience developing courses of action for leaders on manpower related topics such as balancing actions, manpower sustainment requirements, briefings and presentations, and internal guidance and policy development.

  • Demonstrates excellent communication skills, a high level of integrity, critical thinking, and leadership courage.

  • Must be a self-starter that can recognize needs and act with little to no guidance.

  • Able to rapidly understand and apply new concepts.

  • Advanced MS Word skills; proficient PowerPoint, Excel, and Outlook application skills.

  • Bachelor’s Degree in a related field

Desired Skills:

  • 12 years of related experience, 5 in a DoD environment

  • Prior Federal government, professional services, or Federal consulting experience

  • Experience supporting an Office of the Secretary of Defense organization.

  • Knowledge of artificial intelligence, machine learning, and data science concepts, methodology, techniques, and technologies

  • Master’s Degree in a related field

Education :

  • Bachelor’s Degree in a related field

Security Pre-Requisite:

  • To be considered, must have a CURRENT/ACTIVE SECRET security clearance.

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
