Minimum Qualifications 1. License and current registration to practice medicine in New York State or a New York State limited permit and licensure in another state or Canada;AND2. Certification in Psychiatry issued by the American Board of Psychiatry and Neurology (ABPN) or equivalent certifying body;AND3. Seven years of experience providing services to people diagnosed with mental illness, two years of which must have included supervising physicians and other clinical staff responsible for the delivery of treatment services; providing direction to staff regarding program objectives and the implementation of policy; and providing guidance to various clinical specialists.

Duties Description Elmira Psychiatric Center (EPC); a NYS Office of Mental Health (OMH) facility, is recruiting a Clinical Director, who will serve as the Chief Medical Officer. The Clinical Director is responsible for the administration, oversight, evaluation, and continuous improvement of all psychiatric, medical, and contracted medical services provided by staff and consultants including:• Participation in overall executive management and strategic plan development• Supervision of the credentialing and privileging process• Development and implementation of clinical policies and procedures• Compliance with OMH, The Joint Commission (TJC), and other external accrediting bodies’ standards, rules, and regulations• Promotion of culturally competent, person-centered, and recovery-focused careThe Clinical Director ensures that the clinical mission of EPC is successfully aligned with the overall mission of OMH to promote the mental health and well-being of all New Yorkers so that they can reach their goal of recovery.

Additional Comments EPC offers a full range of comprehensive behavioral health services to adults with serious mental illness and children and adolescents with serious emotional disturbances in New York’s Southern Tier and Finger Lakes regions. In addition to Joint Commission accreditation, EPC is a teaching site for psychiatry residents from the Lake Erie College of Osteopathic Medicine (LECOM) and SUNY Upstate Medical Center. EPC provides recovery-oriented and patient-centered behavioral health treatment to individuals in ten (10) counties in the Southern Tier and Finger Lakes region. These services include inpatient, clinic, day treatment, residential, Assertive Community Treatment (ACT), Health Home Care Management (HHCM), and Mobile Integration Team (MIT). EPC promotes a system of care in which treatment, rehabilitation, and recovery are realized through ongoing collaboration with patients, their families, and service providers in their catchment area.The Southern Tier and Finger Lakes regions offer a relaxing, rural lifestyle with affordable housing, high-quality elementary and secondary schools, and nationally recognized private and State colleges.
