Talbot County Government Zoning Technician in Easton, Maryland

Summary:

The Talbot County Department of Planning and Zoning administers and facilitates planning for the countys physical development, growth, and preservation. This includes comprehensive planning, zoning, subdivision, building codes and site plan review and enforcement of county, state and federal mandates and programs. The Department administers and coordinates the functions of several boards and commissions to include the Board of Appeals, Planning Commission, Historic Preservation Commission, and Agricultural Land Preservation Advisory Board. The Department oversees the issuance and inspection process for a variety of permits and licenses.

Essential Duties and Responsibilities:
  • Responsible for the enforcement of the Talbot County Comprehensive Plan and all applicable implementing ordinances, under direction from the Chief Code Compliance Officer.
  • Performs field inspections of all alleged violations of County ordinances, conditional applications, special exceptions, Critical Area and forestry maintenance, building codes and other inspections necessary to provide assistance to the Chief Code Compliance Officer.
  • Prepares all necessary violation information for submittal to the County Attorney for review and subsequent action. Appears as a witness when required.
  • Responsible for maintaining records and databases of all complaint investigations, findings, enforcement, and legal actions taken on violations, update case files with results of site visits performed.
  • Issues written notice of code violations requiring corrective action and stop work orders if necessary.
  • Prepares investigative reports and notifies Chief Code Compliance Officer of violations.
  • Works with Chief Code Compliance Officer to maintain and update codes, regulations, policies, and procedures regarding enforcement issues.
  • Enforces conditions imposed by Board of Appeals, Planning Commission, or conditional permits.
  • Other duties as assigned.
Qualifications:
  • Graduation from high school, vocational-technical school, or possession of a GED certificate and five (5) years experience in zoning code enforcement, related fields or in the building trades OR An associate degree and three (3) years experience in zoning code enforcement or related field; or one of the building trades. OR A combination of higher education and experience totaling five (5) years, which provides the knowledge, skills, and abilities cited.
  • Certification as a licensed or certified code official or building inspector is a plus.
  • Working knowledge of the basic principles and practices of zoning, floodplain management, property code and related fields.
  • Ability to detect violations and recommend corrective measures during field inspections; ability to enforce regulations with firmness, consistency, and courtesy in field work.
  • Ability to establish and maintain effective working relationships. Proficient at or the ability to become proficient at reading and interpreting plats, blueprints, and site plans.
  • Familiarity with standard construction, architectural and civil engineering tools, terminology, and practices.
  • Excellent reading comprehension, writing and communication skills.
  • Ability to read, understand and explain applicable codes, rules, and regulations. Ability to express concepts effectively both orally and in writing.
  • Ability to handle multiple tasks, set priorities and meet deadlines.
  • Able to work effectively and efficiently with minimal supervision.
  • Ability to read and apply rules and regulations accurately and consistently.
  • Ability to work cooperatively with fellow employees and follow the Countys personnel and the departments operational policies.
  • Working knowledge of OPENGOV, ability to research and analyze planning information and present the results in oral, written and/or graphic form, including the use of OPENGOV reports, GIS and other required software.

The position would require the ability to navigate construction sites and uneven surfaces.

Work Environment:

The position would be out in all weather conditions, this would be situationally dependent.
