Work involves coordinating budgetary activities, reviewing, and analyzing budgets and performance measures, and providing technical advice and assistance on budgetary matters for IOD; preparing reports and responding to inquiries; and recommending appropriate action to resolve financial and regulatory problems. Works under limited supervision, with considerable latitude for the use of initiative and independent judgement. ESSENTIAL DUTIES / RESPONSIBILITIES: 1. Analyze financial data and other information including expenses and applicable business, financial, and/or regulatory plans for IOD.2. Provide SpeedChart numbers for the service areas and update budget numbers to ensure funds are loaded in the proper funding sources.3. Review budgets for accuracy and recommend adjustments for more effective use of funds.4. Examine operating and agency wide budgets to determine whether funds have been appropriately allocated and inform management of budget deviations, problems, and events likely to affect operations; explain causes and measure effect on IODs mission and resources.5. Facilitate information exchange between IOD service areas, such as Payroll, Human Resources, Procurement, Position Control and Budget, and may act as liaison to the agencys Finance Division.6. Track credit card spending for IOD and share expenses with other divisions impacted by IOD.7. Prepare and maintain the division's annual internal operating budget and monthly forecast reports and track divisional projects, contracts, and capital related expenditures.8. Provide manager with expenditure data, trends, cost drivers, and recommendations.9. Develop division budget policies and procedures; hold monthly customer meetings including manager and above to provide current balances and projections, and post reports after customer meetings; and supply financial information on demand to authorized internal and external customers, such as service units, other agencies, auditors.10. Prepare exceptional items and riders, by collaborating with cross-functional teams and assist Finance Division with the agency's biennial legislative appropriations request.11. Coordinate the legislative bill process, bill analysis, and prepare fiscal notes for the division and the final legislative summary of each legislative session as it relates to the division.12. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.13. Perform other duties as assigned. Qualifications: GENERAL QUALIFICATIONS and REQUIREMENTS: Education raduation from an accredited college or university with an Associates degree with Major or coursework emphasis in Finance, Accounting, Business or a related field is required. Experience Minimum of one (1) years experience in accounting and management principles, auditing, finance, or budget preparation and analysis work.Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis. Licensure and/or Certification If driving is required, must possess a valid driver license from state of residence. Regulatory Knowledge Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Technology Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems. Demonstrated proficiency with CAPPS, Tableau, and Salesforce. Interpersonal Skills Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Confidentiality and Protected Information Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information. Safety Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices. Schedule and/or Remote/Telecommuting work and/or Travel Availability for after-hours, weekend, holiday and emergency work is required. Telecommuting up to two (2) days per week. Travel in city and statewide.
